Topic : Delegation Of Duties By The PA - Exploring the legal and practical aspects of delegation.
Brad Boertje, founder of BorCon Consulting, is a distinguished leader in the construction industry with nearly three decades of experience in commercial contracting across both South Africa and international markets. Since obtaining his BSc in Quantity Surveying in 1992, Brad has consistently advanced his expertise, becoming a Fellow of the Association of Arbitrators (South Africa). in 2011.
In 2018, he transitioned from contracting to establish BorCon Consulting BorCon (Pty) Ltd, a practice specialising in risk management, dispute avoidance, and dispute resolution, catering to all stakeholders in the construction industry, from developers to subcontractors. In addition to offering these services, BorCon is also heavily involved in training within the industry.
Brad brings a wealth of experience, having acted as an arbitrator or adjudicator in over 65 disputes. He is a Fellow of the Association of Arbitrators and holds positions on several dispute resolution panels, including the Construction Adjudication Association of South Africa (CAASA), the Master Builders Association North, the Master Builders Association KZN, and ASAQS.
His dedication to advancing knowledge in the industry is further highlighted by his work with the Institute of Plumbers South Africa (IOPSA), where he has helped compile and present various training programs.
Brad's expertise in the JBCC suite of contracts is particularly noteworthy. He joined the JBCC team in 2024 to lead the Nominated Selected Subcontractor Training (NSC) course and is also co-presenter of the Principal Building Agreement (PBA) course. His comprehensive understanding of JBCC contracts, combined with his practical experience, positions him as an authority in the field.

Kobus is a seasoned professional project manager, planning expert, and construction contracts specialist. He is a registered Construction Project Manager (SACPCMP), a PMI Scheduling Professional (PMI-SP), and an Associate of the Association of Arbitrators Southern Africa. He holds a qualification in construction project management from the University of Pretoria, an MBA from the University of the Free State, and is accredited as a Scheduling Professional by the Project Management Institute (PMI). Isaac Nkosi is an accomplished leader in the Built Environment sector with over 28 years of experience. He holds a Master of Science in Project Management and a Bachelor of Science in Construction Management from the University of Pretoria, as well as a Diploma in Civil Engineering from the University of Malawi. A registered Professional Construction Project Manager (Pr CPM) with SACPCMP, he is also a member of the Institute of Directors of South Africa (IDoSA) and the Association of Construction Project Managers (ACPM), where he currently serves as an Executive Committee (ExCo) member.
Isaac has held several key leadership roles, including Chairperson of the Council for the Built Environment (CBE) and Past President of SACPCMP (2018-2022). He has also served as a director in various organizations and has extensive experience in managing large-scale infrastructure projects across both public and private sectors.
In 2009, he founded IN-TPM Project Managers (Pty) Ltd, which offers a wide range of services including Property Development, Programme Management, Project Management, Construction Management, and Public-Private Partnership (PPP) facilitation. The firm provides tailored solutions for projects such as housing developments, healthcare, education, water and wastewater treatment facilities, and transport infrastructure.
Isaac's expertise includes programme management, institutional development, capacity building, and PPP project management. His leadership focuses on delivering innovative, client-focused solutions and maintaining strong stakeholder relationships, with a mission to apply international best practices in the African context.
